Personal Observations:
The First Order Flametrooper is a character that saw some action in The Force Awakens, but was barely visible in The Last Jedi. But he was there! If you look to the far left at the big assembly of First Order troops after the capture of Finn and Rose, you can see several Flametroopers standing at attention. But Hasbro likes to make bad guy troopers, so they took the opportunity to make a partly, but not all, new figure of this guy. If you have The Force Awakens version, you can see he's a decent figure, but you might have wished that he could hold his flamethrower with both hands. This new figure makes that wish come true. This figure holds his weapon well, and looks good doing it. He looks a little funny when he's not holding his weapon, but that's where The Force Awakens figure can still fill in nicely. Apart from the arms, the two figures are a very similar sculpt. It's hard to notice, but there must have been some changes made to the torso and head. The Force Awakens figure had a nice range of motion in his neck due to the ball joint. The Last Jedi figure seems to be a swivel joint. There are a few new little bits of paint detail on the new figure, but some of the paint is a little sloppy on my figure's legs. Overall, this is a pretty nice figure that you may or may not want if you already own The Force Awakens version. The biggest drawback about this guy is that he is so hard to get. He is only available through the US based online store Entertainment Earth. For people like me who live outside of the US, the shipping cost can be expensive, so chances are, most kids, especially outside of the USA, will not be able to get this figure.
